I think it is for the Coupon Trading (upper left of your menu)
If you click on the rating for bcteagirl, you can see that Boo put in a comment about receiving coupons on time.

Good to know what this is for as I had no idea either.
I have to say it is a great idea, kind of like eBay...it gives you an idea on how reliable a person is before doing business with them
